AMARAVATI: Call it unprecedented, unusual, bizarre, or something unique, but what happened in the meeting of the Andhra Pradesh Council of Ministers on April 15 will remain etched in a different ink.It was a father who ultimately prevailed rather than a state Chief Minister as he gave in to the wishes of his son, a member of his Cabinet.Dissent is rare in the meetings of Council of Ministers and heated exchanges between Chief Minister and a Minister is an unheard of thing. It, however, happened in AP yesterday, setting a new record.The issue was allotment of 21.16 acres of land on IT Hill-3 at Visakhapatnam to IT giant Tata Consultancy Services.The price fixed was 99 PAISE for the entire land, as the company came forward to set up its IT campus with an investment of Rs 1370 crore, promising about 12,000 jobs.Has it been a standalone proposal, it might not have caused a stir.But, a similar proposal for allotment of 3.5 acre land on the same hill for another IT venture was pitched at a much higher price.The AP Industrial Infrastructure Corporation suggested a rate of Rs 10 crore for the 3.5 acre site from URSA Clusters.”How come different criteria are being adopted in the two cases,” the Chief Minister wondered.He questioned the rationale behind fixing the rates in such variance.”This sets a bad precedent. We need to have uniformity in policy,” the Chief Minister warned.This resulted in a heated argument primarily between the Chief Minister (father) and the IT Minister (son).The Minister sought to justify the decision to allot land at 99 paise to TCS, citing the case of Gujarat years ago when Tata Companies was made a similar offer.”There is high competition from all states. We need to give a strong signal to attract investments,” Lokesh argued.Lokesh has been seeking to portray TCS as his flagship achievement in his second stint as IT Minister. So, he has been going overboard to roll out a red carpet to the IT major without the company even asking for any concessions.In the end, though, the Cabinet cleared the proposal to allot the entire 21.16 acre on IT Hill-3 in Visakhapatnam to TCS for just 99 paise! The Council of Ministers was also witness to the father snubbing his son over IT jobs.”It’s 10 months since we came to power. How many IT jobs have been created in the state so far,” the Chief Minister grilled the IT Minister. That left the Minister dumbfounded!
